Are there states that hire graduating Special Education Teachers from the Philippines?

Aron Ramu: There was a time, not too long ago, when several states within the United States had reciprocity with other states for teacher credentialing. If you graduated from a rigorous program from a regionally accredited university with a degree and a teaching credential, you could work in several states. Now, after the implementation of the federal NCLB, even those with master's degrees, decades of experience, the passage of four tests, and tens of thousands of dollars of debt, can not teach in adjacent states because according to fragmented standards they are "not highly qualified." If highly qualified teachers from adjacent states are not allowed to teach in their own country across state borders, few foreigners will likely be found qualified to meet the standards of various states.
